A court result does not always settle the custody question. A bond reduction does not prove that bond was posted. Completion of one sentence does not clear another hold. The last custodian's dated record is the best starting point for deciding whether the movement was a release or a transfer.

The District Court record answers a different question. It may contain a case number, parties, charges, bond orders, plea or trial results, a sentence, dismissal, revocation, or later sealing events. It can show why release was authorized, but not necessarily when staff completed it. For an ODOC discharge into parole, probation, a suspended split sentence, or post-imprisonment supervision, state policy identifies a Certificate of Release, prerelease plan, and consolidated record card as part of the state trail.

Marshall County Release Records Law
The Oklahoma Open Records Act, 51 O.S. §§ 24A.1 et seq., governs general public access. A 2018 report on the replacement jail described a $5 million project with space for 110 inmates, a pod layout, video visitation, and central monitoring. Marshall Municipal Release Records
The state auditor's Marshall County operational audit described reimbursements from Madill and Kingston for holding city prisoners at the county jail. The audit is not proof that every current agreement remains the same. Kingston's official police listing confirms the agency, but not an active city lockup or separate roster.
